What is Performance Max and does it work for lead generation?
Performance Max is a Google Ads campaign type that serves one set of assets across Search, YouTube, Display, Discover, Gmail and Maps, with Google’s system choosing the placement, bid and audience toward a conversion goal the advertiser defines.
What is Performance Max?
Performance Max is a goal-based campaign type in Google Ads that replaces separate Search, Display, Video and Discovery campaigns with one campaign fed by asset groups: headlines, descriptions, images, videos and logos. Google’s system assembles ads from those assets and decides where and when to show them, bidding toward the conversion action the advertiser marks as the goal. The advertiser sets budget, goal, location and audience signals; Google sets everything else.
For lead generation the campaign is only as good as the follow-up behind it. A Performance Max lead that reaches a form at lunchtime and is called back the next morning has already spoken to a competitor. Every Performance Max campaign we run posts its leads into a speed to lead sequence in GoHighLevel so the first text and call happen within the minute.
How does Performance Max find leads?
Performance Max uses the conversion goal, the assets and the audience signals to build a model of who converts, then serves across every Google surface where that model predicts a conversion at or below the target cost. Audience signals are suggestions, not targeting: Google starts from them and expands. Search themes, added in 2023, let the advertiser point the campaign at query groups it might otherwise miss, again as a hint rather than a keyword match.
The campaign reports at the campaign and asset-group level. It does not show which search terms, placements or audiences produced a specific lead unless the advertiser adds the reporting views Google has released for search terms and placements, and even those are aggregated. That opacity is the reason lead quality has to be controlled at the conversion definition, not at the campaign settings.
- One campaign, all Google surfaces, one budget
- Assets are assembled into ads automatically
- Audience signals and search themes are hints, not limits
- Reporting is aggregated, so quality is controlled upstream
Which controls stop Performance Max from buying junk leads?
Without these, the campaign optimises toward the easiest form submission it can find, which is rarely a customer.
| Control | What it does | Why it matters for leads |
|---|---|---|
| Conversion goal = qualified lead | Optimise to a CRM-confirmed stage, not a raw form submit | The model learns from leads that answered the phone, not from spam |
| Enhanced conversions for leads | Sends hashed CRM data back to Google when a lead qualifies or books | Lets Google attribute offline outcomes to the click that started them |
| Form with a qualifying question | Adds a service, budget or timing question | Filters low-intent submissions before they reach the pipeline |
| Brand exclusions | Keeps the campaign off brand searches | Stops Performance Max taking credit for people who were already coming |
| Placement and search-term exclusions | Negative keywords at account level, excluded placements | Removes job seekers, DIY queries and irrelevant apps |
| Customer match exclusions | Excludes existing customers | Budget goes to new leads instead of re-buying old ones |
When does Performance Max work for a service business?
Performance Max works when the account already has a Search campaign that has proven which conversions matter and the business wants reach beyond search: a multi-location clinic group, a home services company with a broad metro area, or an ecommerce brand with a product feed. It performs best with offline conversion import in place, because the model then optimises toward booked appointments rather than form submits.
It works badly as a first campaign. A new account with no conversion history gives the model nothing to learn from, and Performance Max fills the gap with cheap Display and YouTube conversions that look good in the interface and never turn into customers. For a local service business the safer order is Search, then Local Services Ads where the category qualifies, then Performance Max once the CRM is feeding qualified-lead data back.
How do we set up Performance Max for leads?
The order matters: the conversion definition comes before the campaign exists.
Define the qualified-lead conversion
A GoHighLevel pipeline stage such as Contacted and qualified or Appointment booked becomes the conversion action, imported to Google Ads with enhanced conversions for leads.
Build the exclusions first
Brand exclusions, account-level negative keywords and customer-match exclusions are in place before the campaign spends its first dollar.
Load complete asset groups
Headlines, long headlines, descriptions, square and landscape images, a logo and at least one video per asset group, grouped by service rather than by audience.
Add audience signals and search themes
Past converters, website visitors and the service-specific search themes that a Search campaign has already proven.
Route every lead through follow-up
Form and call leads land in GoHighLevel, get the first text and call within the minute, and the stage change is sent back to Google as the conversion.
Common questions about Performance Max for leads
Can Performance Max replace my Search campaign?
It can serve on Search, but it does not replace a keyword-controlled Search campaign for a lead business. We run both: Search for proven high-intent queries and Performance Max for reach, with brand and the core keywords excluded from Performance Max so the two do not compete.
Why are my Performance Max leads worse than my Search leads?
Usually because the conversion goal is a raw form submission. The model finds the cheapest submissions, which come from Display and YouTube. Switching the goal to a CRM-qualified stage with offline conversion import changes what the model learns from.
How much conversion data does it need?
Google’s guidance is a steady flow of conversions per month before automation performs well. In practice we wait until the Search campaign and the CRM produce consistent qualified-lead data, then launch Performance Max on that goal.
Can I see which search terms produced a lead?
Only in aggregated search-term and placement reports. Performance Max does not attribute an individual lead to a query, which is why the qualifying question in the form and the CRM stage are the reliable quality signals.
Does it work with Local Services Ads?
Yes, they run side by side. Local Services Ads takes the Google Guaranteed placement for eligible categories in the USA; Performance Max covers the surfaces Local Services Ads does not reach.
What is related to Performance Max?
- Google Local Services Ads Local Services Ads is related to Performance Max because for eligible service businesses it is the campaign we launch first, with Performance Max added for reach afterwards.
- Call tracking with Google Ads Call tracking is related to Performance Max because phone calls are a large share of its conversions and only tracked calls can be sent back as qualified leads.
- Negative keywords Negative keywords are related to Performance Max because account-level negatives are one of the few ways to keep the campaign away from job, DIY and irrelevant queries.
- Google Ads agency service The Google Ads service is the hub for this guide: Search, Local Services Ads, Performance Max and call tracking run as one account structure.
- Cost per booked appointment Cost per booked appointment is related to Performance Max because it is the only number that shows whether the campaign’s cheap conversions were real customers.
- Book a strategy call A strategy call is where we check whether your account has enough conversion data for Performance Max to be worth launching.
